well i mean you mentioned you guys got in a fight along time ago, so i'm thinking maybe he wants to try to be your friend again and so he just doesn't know exactly how to do so.. it sounds like i mean he obviously likes you to some degree otherwise the weird starring thing wouldn't be happening here..umm i believe what i would do to find out for sure..is randomly start talking to him..and just have fun conversations with him..and if you notice that he's constantly talking to you and still starring then yes he obviously likes you and prolly wants to be more then friends...
