Hinduism says Godhead is Brahman - formless and without qualities. How do qualities like righteousness arise?

How do other qualities like Love, Mercy, Forgiveness, Compion, Justice, Truth, Dharma, Goodness and various qualities arise that is ociated with the Divine? I seek a response from my Guru.
