What graduate programs should I consider?

I've been a high school english teacher for 4 years and I have a masters in english education. I love teaching, reading, writing and research, but I'm also pionate about advocacy in education. I see myself teaching at either the high school or college level. Should I get a PhD in english? Or education? Can you suggest programs I should consider?
